Impromptu in Quarantine

A characteristic of an impromptu is that it sounds like it is being improvised, or being composed spontaneously. This made me think about all of the people who had the power to make a positive change, or to prevent loss of life, but made the sick decision - maybe a spontaneous one, without much thought - to do something else for their own personal benefit or pleasure.
This piece is in an unusual time signature, 6/16. I mainly chose it because the note values for the end section didn't seem right as eighth notes to me somehow.
